Why is there two "Keziah Mason"s in the portrait file?

The old Arkham books had a default setting of October 1928. The screenshot of the new Arkham Advertiser shows a date of September 1922. Is this a new take on the town six years earlier or it just changing the year without modifying the descriptions of places or NPC's?

The default setting for Call of Cthulhu: Arkham is 1922 and is written accordingly.

So if it's set in 1922 does that mean Albert Wilmarth and Henry Armitage aren't available as sources of information for players at Miskatonic University because their Mythos encounters haven't happened yet?

As noted in the book's introduction, the primary purpose for presenting Arkham in 1922 is to enable Keepers to take full advantage of the decade to build a campaign that could, if desired, include events and characters from Lovecraft’s and others’ fiction. Thus, rather than being too late to join Dr. Henry Armitage on his mission to defeat the Dunwich Horror, or miss out on becoming embroiled in the Edward Pickman Derby and Asenath Waite affair, this book provides useful information for Keepers to weave into their campaigns so that their players can indeed become part of those stories and, in doing so, make them their own.

How much content from this is carried over from the previous Arkham books? HPL's Arkham was mostly the same content as Arkham Unveiled, so I'm wary of getting more of what I already own.

Based on what it says in the Clear Credit section that much of the book is taken from Arkham Unveiled, while Mike Mason created the majority of new NPC and location information with the other contributors adding NPC updates, revising maps, etc. I don't own the other books and haven't read them because I was late to the boat on CoC so I couldn't say how much is repeated, but it's a pretty tight book thus far.

It's the same content but redone to a large degree. More detail on the neighborhoods, and a lot of the plot seeds in the old books have more written about them.

is this the lore book that crosses over with FFG's Arkham Files Games as well?

No, this a separate interpretation of Arkham than the one used for Fantasy Flight Games’ Arkham Horrorline.

Scanned image
These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.
Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
