For a free PDF - this is a good quickstart introduction to the Fallout Roleplaying game. My group ran this last weekend, as our first step to move away from D&D. Even though I was the only one with any experience of the Fallout video games, we all enjoyed the one-shot provided 'Machine Frequency' and the pre-generated characters (who are very distinct and have great backstories to really encourage roleplay).
One note I will make is that as the GM (or perhaps Overseer? The words swap back and forth in the text), I did notice some pretty big omissions of the rules which directly affected the one-shot.
I understand that as a quick start, not all rules would be included but (spoilers) the first fight in the game includes radroaches, and there are no stats for radroaches included in the quickstart. Other little things like healing via food and drink are also not explained properly (which in a game where survival is a big thing, did annoy us slightly).
These aren't massive issues for an experienced GM however. I could easily make something up on the spot. But for someone looking to GM Fallout for the first time (and for cheap), I would encourage probably using the Starter set instead (although I haven't tried that out, I assume it is more robust than this).
A good resources if you're looking to dip your toe into the Fallout Universe with your ttrpg group. Will my group be continuing beyond this one shot? We are not sure. The system was a little more dice-heavy than we would like. But that's the point of a quickstart, isn't it!
